The Environmental Protection Agency (EPA) announced today that Box Elder and Tooele Counties have been officially designated as non-attainment areas for federal air quality standards.  The EPA claims that these counties significantly contribute to the overall Particulate Matter (PM) found in urban non-attainment areas, therefore qualifying them for inclusion in the final designation.
